Caregiver pleads guilty to abusing disabled adults

BALTIMORE — The office of the attorney general said a former caregiver at a Westminster home for the developmentally disabled has pleaded guilty to two counts of abuse of a vulnerable adult.

Colin Lee Gambill, 25, of Frederick, entered the plea in Montgomery County Circuit Court. Abuse of a vulnerable adult is a misdemeanor with a maximum penalty of five years in prison and a $5,000 fine.

The attorney general’s office said Gambill had worked at a group home administered by The Arc of Carroll County. Authorities said Gambill physically abused two residents of the home from November 2007 through June 2008.

Authorities said another caregiver used her cell phone to videotape Gambill hitting one of the residents.

Gambill was indicted in January on three counts of abuse or neglect of a vulnerable adult by a custodian, two counts of interference with rights of individuals and one count of second-degree assault.

Gambill was indicted in Carroll County Circuit Court, but the investigation was handled by the attorney general’s office because of a personal connection between one of the victims in the case and someone who worked in the state’s attorney’s office, Carroll County Chief Deputy State’s Attorney David Daggett said in January.

Gambill was a paid assistant residential adviser, caring for two developmentally disabled men who lived at a group home in Westminster.

Officials at The Arc learned of the alleged abuse June 24, 2008, and Gambill was fired the same day, Executive Director Donald Rowe said in January.

He said the group immediately contacted authorities and cooperated with the investigation.
